The financial instruments used in the capital market for project financing, including debt and equity financing tools and the establishment of funds, play a significant role in the development of financing methods, timely operation, and successful completion of infrastructure projects. Project funds, as one of the innovative methods of project financing in the capital market, have not gained sufficient acceptance. Therefore, the aim of this study is to conduct a diagnostic analysis of the current model of project financing through project funds and propose corrective solutions. This research adopts a qualitative approach, is categorized as applied research in terms of its objectives, and is descriptive-survey in terms of data collection. Initially, through document analysis (review of books, articles, and notes) and interviews with experts, all challenges related to the financing process through the establishment of project funds were identified. These challenges were then categorized using thematic analysis under three main themes: process and structural challenges, environmental challenges, and legal and regulatory challenges. Finally, using a descriptive-analytical method and drawing on international experiences, corresponding solutions for each challenge were outlined. Among these solutions are the facilitation of laws and regulations, revision of the project fund’s charter, and reconsideration of corporate governance practices.
